We should indicate in Release Notes that our support for Docker V1 is now deprecated in Quay 3.8 and will eventually be removed. Customers currently need to opt-in to enable Docker V1 support so this should not be a large burden for them.

Additionally we should move V1_PUSH_WHITELIST into the Legacy/Obsolete configuration section in our Config guide.
