The migration for Quay 3.2 has branched into multiple paths.

• The first path is composed of 4 consecutive migrations that can be ran without downtime.
• The second path performs the same migration in a single step but requires the traditional approach of bringing the cluster down, starting a single node to perform the migration, and then bringing the cluster back up once it is finished.

For the benefit of the users, we should provide an image which works "out of the box" and can be customized in the case they wish to take advantage of the 4-phase migration.
