Description:

This is an issue found on Quay 3.8.0 UI, with enabled flag "FEATURE_SUPERUSERS_FULL_ACCESS: True" in config.yaml, after login with superuser and switch to new UI, trying to remove existing organization under normal user, hit error "Failed to delete org tom001org1, HTTP403 - Unauthorized."
