Description:
This is an issue of Quay 3.8.0 pull from proxy cache, after create new Quay Organization, input valid GCP Artifacts Registry remote registry and valid credentials(GCP access token), Quay proxy cache validation was failed, but with the same credentials, docker login works well, see attached logs 2.logs
