Proxy cache is not working with Azure Container Registry as upstream registry

    Description

      This is an issue of Quay 3.7, Azure Container Registry cannot be used as an upstream registry for proxy cache feature.
      Adding Azure Container Registry as upstream registry fails with error:

      Failed login to remote registry. Please verify entered details and try again
