Quay 3.8 new UI should validate the invalid organization name

      Description:

      This is an issue found when using Quay 3.8.0 new UI to create new organization, when input invalid characters in name, new UI doesn't run validations, compared with legacy UI, the legacy UI will prompt warning message "Organization names must match [a-z0-9][.a-z0-9_-](/[a-z0-9][.a-z0-9_-])*", and not allow to click create organization button. So on new UI Quay should run validations.
