Quay 3.8 new UI should validate the invalid repository name

      Description:

      This is an issue found when using Quay 3.8.0 new UI to create image repository, when input invalid characters in name, new UI doesn't run validations, compared with legacy UI, the legacy UI will prompt warning message "Repository names must match [a-z0-9][.a-z0-9_-](/[a-z0-9][.a-z0-9_-])*", and not allow to click create repository button. So on new UI Quay should run validations.
