Documentation missing for garbage collection and time machine

Since pruning is a common ask by customers it makes sense to document the zero-downtime garbage collection feature and time machine in Quay. So far I only found the value inside the Quay schema documentation. The doc should contain a section on how to configure and use those capabilities.
