In certain situations, when the administer org scope is selected, the bearer token is not displayed after creation. After unselecting this scope, the bearer token appears on the generation page after confirmation.

Also there is a difference with the URL. When the token is successfully generated, the URL looks like this:

https://quay.io/oauth/localapp?scope=org%3Aadmin#access_token={TOKEN}&token_type=Bearer&expires_in=315576000

Broken URL when the token is not generated looks like tihs:

https://quay.io/oauth/localapp?scope=org%3Aadmin#access_token={TOKEN}
