gunicorn-web timeout when loading user data from LDAP

Customer has LDAP set up and is experiencing strange issues with 3 of the users from their LDAP tree. For these users, a gunicorn-web timeout is logged because the permission load time is greater than 30 seconds. For other users from the same LDAP tree with roughtly the same number of groups and organizations this time out does not happen.

I tried to replicate the issue on my own Quay installation by creating 300 organizations each with 300 repositories via the API. While the UI takes a substantial amount of time to load (since we're essentially loading 90 thousand repos), the log in is very quick and is comparable to what the client is seeing for other users apart from these three. On my computer, loading of these permissions lasted around half a second, client's times are around 0.4 seconds.
