Story: As a Quay Admin I would like to have the OpenShift UI have a link in the Applications drawer menu to a Quay instance running on the cluster deployed by the Quay operator so I can quickly navigate to the Quay UI.

Additional information:

• because a link would be created per installed Quay registry on a cluster it is possible to end up with multiple links in the app drawer of the OCP console that all say "Red Hat Quay". This is accepted in the majority of the use cases customers only run a single registry on a cluster.
