Quay 3.7.1 can't reconfig quota to replace system quota for super user account

      Description:

      This is an issue related to Quay 3.7 Quota management, now in Quay 3.7.1 support to reconfig quota for user account, but it doesn't support to reconfig quota for super user account, pls review this issue.
