Quay 3.7-unstable image is often broken

      The test jobs that use 3.7-unstable almost always fail because of broken images.

      This job used the the index image quay.io/projectquay/quay-operator-index:3.7-unstable. But the installation has failed because it uses quay.io/projectquay/quay image that doesn't exist anymore. In events you can see
