When creating an organizational quota and setting the value below zero and error appears. This is to be expected however when we try to fix the value to a number greater then zero the error persists. The only way to work around the error is to delete/rename org and try applying quota again.
Expected behavior would be once the value is greater then zero the error should go away and then the quota can be applied.
