Description:

This is an Doc issue for Quay 3.7.0, when default system quota(DEFAULT_SYSTEM_REJECT_QUOTA_BYTES) is configured, Quay Customers can reconfigure the quota for organizations, but they can't reconfigure the Quota for user account namespace, this point should be noted in Quay 3.7.0 Docs.
