Quay 3.7.0 should not give note "Note: No quota policy defined." when reject policy existed

Description:

This is an issue found when config Quota for new organizations, here when the Quota is set and reject policy existed, Quay UI give note message "Note: No quota policy defined. Users will be able to exceed the storage quota set above. ", that's not correct, when there's no quota policy existed, Quay UI should give this message to reminder Quay Customers. That means if users have set quota policy, Quay UI should not display this note message.

The expected behavior should be this note message is displayed in the condition of if there's reject policy set.
