Description:
Now Quay 3.7.0 support Quota management, Quay users can set Quota size and warning threshold, for example set Quota size to 10GB, warning threshold to 80%, that means when the storage consumption reach to 8GB, Quay Customers expect to get notification, but now Quay can only show the warning message on Quay Console, customers must login to quay to see the warning message, it's not reasonable.
The expected behavior should be allow Quay customers to config email list to receive the quota notifications, and support slack is also required.

Soft Quota Management # As a user I can define soft quotas on an org / repo level for all of the data points mentioned above.
- As a user I can configure notifications if the soft quota has been reached which might include a list of email addresses or any other supported notification method as well.
- As a user I can configure a reminder interval to send out follow-up notifications that a (soft) quota has been reached after the initial notification has been sent out until either the quota has been changed or the values are below the threshold
