Story: As a user I want to see the FIPS and Proxy-awareness capability badges on the Quay Operator so I am be able to understand whether the Quay operators works in proxied and/or FIPS-enabled environments before I install it.

  values to the operators.openshift.io/infrastructure-features to the Quay Operator metadata
