Quay 3.7.0 can't update quota after correct quota size on 'quota configuration' page

Description:

This is an issue found when trying to update quota, now if give wrong quota size, like "89.1 MB", quay will display error message "Error: Decimal entries are not supported. Please enter a positive integer. ", that's the expected behavior, but after update with valid quota size, like '100 MB', quay still doesn't allow to click update button; the W/A here is close this configuration dialog box, and click 'config quota' again, input valid quota size to update quota. Suggest improve Quay UI to allow customers to correct the issue on quota configuration dialog box.

The expected behavior should be "after input invalid quota size, customers can input correct quota size, and be able to click Apply button to update quota"
