Quay 3.7.0 image repo show incorrect quota consumed value when repo has multiple image tags

Description:

This is an issue found in Quay 3.7.0 Quota management, now when the target image repo has more than one image tags(two image tags), on the Organization page, the quota consumed of that image repo is not correct, see following screenshots.
