Description:

This is an issue found when remove the updated quota, now if configured system wide quota for new organization in Quay Deployment, each new organization will get default quota with reject policy as 100%, but Quay doesn't support to remove the default quota, the current behavior is when remove the quota, Quay will pop up message "Are you sure you want to delete quota for this organization? When you remove the quota storage, users can consume arbitrary amount of storage resources.", after delete the quota, the result is the default system quota is assigned to this organization again.

The expected behavior should be Users can remove the Quota if they don't want use Quota for the target organization.
