Need document to describe the new attribute `endpoint_url` of MAG

Description of problem:

In quay 3.7.0, in order to support for Microsoft Azure Government (MAG),  involve a new attribute `endpoint_url:`.  It is better to add description about this new attribute in official document. such as what is it used for, the default behavior, is optional or not ........
