Quay 3.7.0 update quota API should not ask for global quota ID

Description:

This is an issue about Quay Quota API in Quay 3.7.0, now when use Quay API to update existing quota, customers can use API, example "https://quay370.apps.quayperf370.perfscale.devcluster.openshift.com/api/v1/superuser/users/testorg/quota", but it will not work, the actual results is Quay API is asked to provide the Quota ID, here customers has provided the org name, how can they find the global Quota ID, it's not reasonable to ask for Quota ID.

The below attached screenshot demonstrate "need to provide the Quota ID", pls review this issue.
