Description of problem:

When run mirror function,  if change  the`Sync Interval`from 1 week  to 1 minute, the mirror won't be triggered after 1 minute.

quay 3.7.0 (quay-operator-bundle-container-v3.7.0-75)

Steps to Reproduce:
1.  configure mirror function as normal,  at the beginning, set the `Sync Interval` as 1 week

2. a few minutes later, the image will be mirrored successfully

3.  update the interval to 1 minute

4 10 minutes later, the image won't be mirrored again

Actual results:

After changing interval to 1 minute, the mirror won't run in every 1 minute

Expected results:

After changing interval to 1 minute, the mirror should run in every 1 minute

Additional info:

When change the interval from 1 day  to 1 minute,  or 1 hour to 1 minute , the mirror won't run in every 1 minute either.

When set 2 minutes at beginning, then change to 1 minute, it works.
