Quay 3.7.0 default system reject quota does not work

      Description:

      This is an issue found when trying to configure system wide storage quota for each new organization by any tenant, checked quay super admin panel, can't find way to define "system wide storage quota", pls take a look this issue.

      As a Quay superuser I can define a system-wide default storage quota that is applied to every new organization created by any tenant.
