As an administrator of Quay with Proxy Cache enabled, I want to have an audit trail of the following events:

• Creation of an Organization configured as a Proxy
• When a pull event thru a Proxy Organization is populating the cache
• When a pull event thru a Proxy Organization is served from the cache

The first event can be a variation of the Create Organization action log described in PROJQUAY-3482 and should be feature flagged accordingly to avoid PII in the quay.io logs.
