Rename "base" component to "quay" component

Having the component named as "quay" says much more about it than "base" would. This change needs to happen before we release v3.7.0 (the first version that comes with the "base" component exposed for "overrides").

ACCEPTANCE CRITERIA

• Base component is replaced by Quay component
• No functionality change, everything remains the same
• Conditions are adjusted to stop reporting "Base" component condition
• Conditions are trimmed to eliminate old and unused conditions (such as conditions for the Base component that were introduced in v3.6.x version)
• Quay georep documentation is updated with the base component replaced by quay component
