Current 3.7 implementation uses 2 Dockerfiles. One for baremetal builds and one for podman builds running on virtual infrastructure. The thought being the configurations for virtualized Podman builds would interfere with the baremetal builds. 

A test showed this to not be true, since the Podman service is instead running on the VM host and the socket is mounted into the container. 

This item is to combine the two Dockerfiles to have a single release process for the Quay builder.
