Allow Quay to read from multiple config files.

      As an administrator,
      I want Quay to read from multiple config files,
      so that it is easier to manage different areas of concern
      AND I want the configuration files to be read in a deterministic order
      so that config files can override each other.

      Note:_ This is specifically intended to be implemented for deployments on Openshift/Kubernetes but should also work for reading the configuration files on disk to remain consistent.

      After discussing this feature with the team, it sounds like one simple approach would be to simply read all YAML files which are prefixed with the word "config" in alpanumerical order. For example, the files "config-0.yaml", "config-1.yaml", and "config-2.yaml" would give highest priority to any configuration values declared in "config-2.yam"l.
