Update Midstream to automatically pull in ansible dependencies

Should be able to use a pre-build.sh like in Quay instead of committing directly to gerrit. Not sure what the best way forward is here...other teams commit the ansible tarballs directly to gerrit.

This should probably be worked on as part of the prebuild script/dockerfile/manifests update work.
