As a Quay administrator
I would like to be able to scale down Clair, Quay and the Mirror
So I can coordinate a migration in a geo replicated environment

NOTES

• Administrators must be able to scale down the components
• In a geo replicated environment they want to scale down quay in one cluster while they upgrade the operator in a different cluster

ACCEPTANCE CRITERIA

• Users can scale down Quay
• Users can scale down Clair
• Users can scale down Mirror
• When scaled down HPA does not stomp the changes
