Prevent abuse on builders in quay.io

Currently builds are very unstable in quay.io because 

1. There is a lot of abuse on the platform from miners
2. The py2 build system is buggy and unstable

#2 will be fixed with the py3 migration but we still have to come up with an effective strategy for the miners
