Quay Console check box 'Only show fixable' should only show vulnerability with fix version

Description:

This is an issue found when check image vulnerability on Quay Console, now for image vulnerability if the fix version is 0:0, after enable 'Only show fixable', it will be shown as fixable, as a quay customer if I can't see the fix version it's not reasonable to show this vulnerability is fixable.
