We must remove directories upstream and downstream from the quay-operator repository.  Ideally we would have only one directory (possibly called "bundle") where we would host the yamls files needed for the deployment.

Acceptance criteria

• **Directories upstream and downstream are merged into a single directory
• "make generate" is adjusted to update the CSV files in the new directory
• dist-git repository is adjusted to change the bundle accordingly
  • dist-git repo must consider github repo as being upstream
  • if any change is needed in the CSV (or any other file) to create a downstream release these changes should reside in the dist-git repo.
