Quay 3.6.0 need to wait for 1 hour to see quay metrics when monitoring is enabled in single OCP namespace

Description:

This is an issue found in checking Quay metrics when Quay operator is deployed under Single OCP namespace(monitoring component is unmanaged), after Quay was deployed successfully, create some users, image repos, orgs, robot accounts, then applied the steps mentioned in the following docs to monitoring quay in single namespace, the results is can't see quay metrics immediately, wait for 10 mins, 20 mins still can't see the metrics, finally wait for about 1 hour to be able see quay metrics on OCP Console. Pls review why need such a long time to see Quay metrics, and for Quay customers what's the expected time to see quay metrics.
