Quay 3.6.0 registry title was not changed after change with config editor

Description:

This is an issue found when use config editor to change quay registry title, after change the "REGISTRY_TITLE" and "REGISTRY_TITLE_SHORT" with config editor, after Operator reconcile the change, open Quay login Console, the registry title is still Quay, but the REGISTRY_TITLE_SHORT works well.

Note: Quay image is "quay-operator-bundle-container-v3.6.0-48

Steps:

1. Deploy Quay with Operator, choose to use all managed components
2. Login Quay config editor, update REGISTRY_TITLE to new name like "Cisco Image Registry", update REGISTRY_TITLE_SHORT to "Cisco Image Registry"
3. Click Validate Configurations
4. Click Reconfigure Quay
5. After Operator reconcile the change, nav to Quay login console

Expected Results:

Quay Registry changed to new name "Cisco Image Registry"

Actual Results:

Quay Registry is still default name Quay
