Add standard Helm layer type to default types

As of Helm 3.7, manifests are created with type {{application/vnd.cncf.helm.chart.content.v1.tar+gzip.}}

It is up to the client to handle backward support for {{application/tar+gzip. }}See https://github.com/helm/helm/pull/10182
