Currently, to run builders one needs a bare metal fleet. This poses a serious issue to people who do not have bare metal nodes available or are using Quay on OpenShift clusters that aren't deployed in AWS or other cloud providers where bare metal nodes are readily available. This also poses an issue for clients who are upgrading from Quay 3.3.x and who were using builders before.
