Apply Dockerfile improvements into local-dev/Dockerfile

Improvements to Quay's main Dockerfile have been made, including the use of multi-stage builds.

We want local dev environments to also reap the benefits from those improvements. To achieve this, the local-dev/Dockerfile needs to reuse the concepts used in Dockerfile.
