There are currently three different guides[1][2][3] for setting up a local Quay development environment.
Apart from being potentially confusing, having multiple guides also requires us to support different ways to run local development environments.

To simplify both, the experience of newcomers as well as our maintenance burden (of both docs and dev oriented tooling) we want to consolidate these three different guides into a single one.

Existing guides should be completely replaced by a single point of entry to aid folks with installing Quay. We can cover running Quay, developing Quay (guide consolidation), and deploying quay (to k8s and OpenShift). Be sure to not duplicate already existing documentation, but point to it instead.
