Quay push image with large layer more than 8GB hit Nginx 499 error code

      Description:

      This is an issue found when push image to quay, if the single layer size of target image is more than 8GB, here in QE's testing env the size is 9.3GB, push image operation was failed, checked Quay App POD logs, get Nginx 499 Error Code

      Quay Version:  3.5.5

      Note: Here the backend storage is AWS S3
