Add debug property to the Quay main app deployment in CR

Currently, there is no way to enable debugging on Quay deployed by the operator unless we scale down the operator and then turn debugging explicitly on by editing the individual deployments. We should have a flag in the CR or Quay config bundles that allows turning on debugging from the getgo.
