Epic Goal

• Introduce the RDS Proxy in quay.io

Why is this important?

• Protects the quay.io database from excessive connections by Quay pods
• Allows better visibility and control over how many connections are made to the quay.io database.

Acceptance Criteria

• The RDS Proxy is set up on quay.io in between the RDS instance and Quay pods.
• SOPs created to manage the RDS Proxy and handle issues that may arise from it.

Dependencies (internal and external)

1. RDS Proxy needs to be something AppSRE can take on and manage for us as part of the platform.
2. Support for RDS Proxy needs to be available in App Interface.
