Integrate quay.io with Red Hat Portal

Project to connect users in quay.io with Red Hat portal users. This will allow us to

• streamline support services behind the scenes
• ensure that we give support to quay.io customers who
• let Red Hat Portal handle Terms of Service acceptance and Export Compliance

This will require a few changes on quay.io side:

• enable Red Hat SSO for authentication
• build a 'reconciler' service to manage Red Hat Accounts/Subscriptions when quay.io customers sign up or remove a paid plan thru Stripe.
• eventually require that all quay.io clients log in via Red Hat SSO.
