Quay can't send out verify mail when create new quay users after enabled SMTP

      Description:

      This is an issue found when create new quay user after enabled SMTP, after input valid info of new users, click 'create new account', get error 'Could not send email. Please contact an administrator and report this problem. ', checked Quay App Pod logs, get following error "ValueError: unknown reasons", see details in attached quay app pod logs.

      Note: this issue was found when quay was deployed on OCP with FIPS enabled.

      Steps:

      1. Deploy Quay 3.5.0 Operator to all OCP namespace
      2. Deploy quay with quay 3.5 Operator with using AWS S3 as backend registry storage
      3. Open quay config editor and enabled SMTP with valid configurations
      4. Click validate configurations and trigger quay reconfgure
      5. Open quay console and create new quay account
      6. Input valid info of new quay user and click 'create new account'

      Expected Results:

      New quay account should be created and ask user to check verify mail.

      Actual Results:

      New quay account creation was failed with error 'Could not send email. Please contact an administrator and report this problem. '
