clair unable to communicate with quay on config bundle reconciliation

To reproduce:
1. Deploy operator
2. Check PSK in both quay and clair config.yaml to confirm match
3. Config editor to add super user, save
4. Check PSK in both quay and clair config.yaml match and are now different
5. Push image to quay
6. Note quay logs contain "2021-03-26 13:53:34,196 [2281] [ERROR] [util.secscan.v4.api] Security scanner endpoint responded with non-200 HTTP status code: 401"
7. Bounce clair pod and note now scanner works

It appears that a clair config bundle does not bounce clair pod
