As discussed in 3-22-21's comm dev meeting Clair needs a better testing story.

The first effort will be a retrospective comparison of IndexReports and VulnerabilityReports.

Each time a new build of Clair happens (whether this is on merge, release, etc.. is TBD) occurs, we create a new IndexReport and VulnerabilityReport utilizing the same set of containers.

We then compare this to the previous version's known good reports and report if discrepancies are encountered we raise a CI/CD issue.
