As RH Quay, I'd like the support for Helm to be a GA feature.

Acceptance Criteria:

• Remove Tech Preview designation from release notes

1. Enable Helm support- requires that general OCI support (Tech Preview) is enabled.
   FEATURE_GENERAL_OCI_SUPPORT: True
   FEATURE_HELM_OCI_SUPPORT: True

• Verify Quay operates correctly with all of the `helm` verbs when working with OCI registries (https://helm.sh/docs/topics/registries/):
  • login
  • logout
  • chart save
  • chart list
  • chart export
  • chart push
  • chart remove
  • chart pull
• No UX changes need to be made here in Quay web console or API
