Delete the old /tos and /privacy pages 30 days after the new TOS have been published

As discussed with Legal we need to keep the old TOS and Privacy pages active for 30days after we published the new TOS and notified users leveraging the banner message (https://jira.coreos.com/browse/QUAY-1748). 

 
On March 2, 2020 we should delete the content or entire pages:

• https://quay.io/tos
• https://quay.io/privacy
• https://quay.io/contact/ 
• still TBD: https://quay.io/security/
