QBO and CSO in 3.4.0 do not update from 3.3.x versions

Problem: Existing QBO and CSO deployments from the quay-v3.3 channel do not get updated to the 3.4 equivalents when changing to the quay-v3.4 channel.

Background: The CSV skipRange property is set incorrectly (">=3.3 <3.4"). It should be set to ">=3.3.x <3.4.0" for the semver parsing to succeed and OLM to render the update graph correctly.
